New signups for Student, Pro, and Pro+ are paused indefinitely, while Copilot Free remains open. Opus-family models are removed from Pro seat entitlements; Opus 4.7 stays available only on Pro+. Existing Pro subscribers keep their seats but lose Opus access, effectively a silent downgrade in agent capability. Organizations relying on Opus for Copilot agent workflows need to move affected users to Pro+ or budget for the price step. New hires attempting to self-serve onto Pro will be blocked — provisioning now routes through org-level licensing only.
